For starters, you'll need rope, two pieces of wood, a drill, a glue gun, and some sealant. Oh, and a used tire.
Place the wood over the side of the tire and drill at least several holes.
Then, secure the pieces of wood in place using screws.
Once the wood is secure, find the center, and begin gluing the rope in a spiral pattern outward.
